Job Summary:

The Manager of Public Safety provides day-to-day operational leadership and systems-driven management for Arrowhead’s Public Safety Team. The role leads people, process, and technology to deliver reliable access control, patrol, incident response, and community engagement while building a culture of accountability, professionalism, and measurable results.

Arrowhead’s operating environment blends a private, gated residential community with resort access, public amenities, and significant seasonal demand. The Manager ensures the team is properly staffed, trained, equipped, and organized to perform consistently across seasons and events, balancing community expectations with practical, outcome‑oriented service delivery.

Role Context

Arrowhead is a high‑value, complex private community with residential neighborhoods, ski access, and shared facilities. Public Safety plays a critical role in access management, emergency response, covenant enforcement, and coordination with local law enforcement and fire agencies. The community’s wildland–urban interface (WUI) setting elevates wildfire as a primary life‑safety risk, with additional seasonal hazards including severe weather and high‑altitude medical events.

 

Job Specifications:

  • Starting Wage: $70,000 - $90,000 annually

Job Responsibilities:

Leadership & People Management

  • Provide clear, visible, and consistent leadership; model professionalism, accountability, and service-first behavior.
  • Recruit, hire, onboard, schedule, and develop a stable team; implement coaching, performance evaluations, and corrective actions.
  • Establish professional standards, SOPs, and post orders; ensure consistent adherence across shifts and seasons.
  • Build a culture of follow‑through: close the loop on calls, document outcomes, and reinforce expectations for quality, timeliness, and courtesy.

Operations & Service Delivery

  • Oversee daily field operations including patrols, access control, gatehouse operations, event coverage, parking/traffic support, and incident response.
  • Define and maintain response standards to ensure consistency and reliability; and operational readiness.
  • Plan seasonal staffing and coverage models to match demand and special events.
  • Coordinate closely with internal partners and external stakeholders to clarify roles and meet service expectations.

Systems, Security Technology & Information Management

  • Ensure full utilization of systems for incident/call logging, visitor & access management, and documentation.
  • Oversee RFID/fob systems, visitor credentialing, contractor access programs, and CCTV technologies.
  • Build performance dashboards and reporting that translate data into actionable insights.

Emergency Preparedness & Risk Management

  • Maintain and train on SOPs, post orders, ICS/NIMS basics, and emergency procedures.
  • Coordinate with law enforcement, fire protection, EMS, and regional partners on wildfire readiness and evacuation.
  • Conduct post‑incident reviews, track corrective actions, and reduce operational risk.

Community Engagement & Governance Support

  • Maintain a community‑focused presence and build trust through professionalism.
  • Communicate policies, safety education, and incident outcomes clearly.
  • Support Board and HOA reporting with concise, outcome‑focused updates

Administration, Budget & Vendor Management

  • Manage schedules, payroll approvals, inventories, uniforms, vehicles, and vendor relationships.
  • Support development and management of the department budget.

Technical Skills

  • Proficiency with Microsoft Office (Outlook, Word, Excel, Teams).
  • Experience with dispatch or incident management systems preferred.
  • Familiarity with access control systems, surveillance technologies, and security infrastructure.

 

Job Requirements:

Required:

  • 5+ years experience in public safety or loss prevention.
  • 2+ years supervisory/lead experience.
  • Proficiency with incident logging and access/visitor management systems.
  • Strong organization and documentation skills.
  • Valid driver’s license; ability to pass screening; flexible schedule.

Preferred:

  • Experience in gated residential, resort, or campus environments.
  • ICS/NIMS or emergency management training; First Aid/CPR/AED.
  • Experience building KPIs and executive-level reporting.

Physical & Work Conditions

The expected pay range is $70,000 - $90,000 annually. This is the pay range we reasonably expect to pay for this position. Individual compensation decisions are based on a variety of factors.
